Took the spring out and yanked it out with a screwdriver. No locking tab. stamped part number P-89813-83 2

Ahhh, it all makes sense now. You couldn't find the locking tab, because it wasn't there! The tab is that piece that can move back and forth as indicated by the red arrow. Yours has the two peened over studs that hold it, but that entire tab mechanism is gone. I've seen that happen when someone removes the wiper without realizing the tab is there, and they pull the wiper off, and the tab gets caught and tears off the wiper. That could have been what happened to your wiper years ago. But the good news is that it looks like the wiper stays in position even without the locking tab. And this could be a hint that your Monaco wants to become a blumo. I believe your pic shows a passenger-side wiper arm, and to achieve full blumoness you need to remove your passenger-side wiper arm. your friend in Monaco maintenance chat, with a little bit of blumo chat, arthur

I'm kind of sure that my Monaco will be painted semi flat black with white top(the vinyl has to go, rust under it. perhaps a replacement vinyl on just flat white paint). Long trim lists from sides will go away, but I like those fender & door trims. But to the wipers: found this with lots of decomposed crap at the wiper hole. added some interior pics: s112.photobucket.com/albums/n195/n665/1974monaco/I'm thinking painting too, the car part shop that gives discount to me is selling vht-paints for fabric/vinyl.

Very slow progress again. Now I got the wiper system installed, new coil & ignition box too, just got to get new wiper blades and one tail light bulb and I'm ready for the registration inspection. + that I should adjust the carburetor so that it don't die on idle rpm after driving. And check where that power steering fluid is leaking from, I have a nice "mark" on my parking place at home- got to drive another car to the place while I'm at the sand field playing with psf. Steering pulls a bit to the right, tomorrow I'm smarter with that issue after I've tested it with front end up.
edit: Now I found the idle, but the carb's moving parts* seem to be quite loose and it still suffocates with fast pedal pressing, but less than before.
And steering still pulls a bit to right, but not much. When I tested it starting with front wheels up, the steering wheel moved. Not much though. And that was, of course, after I put psf & some lamp oil to the empty psf tank.

Visited at the registration/checking place today. Went better than I expected, only front brake hoses were broken and I need to beat the vin to the frame(behind passenger side front wheel) + change headlights, seems that sealed beam isn't legal here.

^Only thing I did to turn signals was changing the bulbs from amber to white, because the parking lights must be white here(cars newer than 1968 must have white parking lights, turn signals can be white until 1984- after that is amber), so I don't have to add any extra lights.
So after I've got those few things fixed, I'll have to wait for another car tax(I already paid the sales tax) and pay it to get the actual license plates. I also have to get some sand to the summer cabin's lawn yard so I can start real work with the car; fluid changing, interior breakdown stuff & dying/painting it + exterior painting are the things I can do low-budget, or actually no-budget. Sand yard doesn't rust the cars from beneath as much. I'll have to build a garage kind of shelter there someday, then I can strip the whole car to atoms and assemble it back, luckily I don't have the money or time to do it now.
Got a pair of cheap(gabriel) front shocks traded for a case of beer and a set of parts for 36eur, including oil pump, 4bbl 413-440 intake (which I can try to trade for a 4bbl 383-400 intake) and a pair of project ...902 heads with valves.

Had to get the brake hoses from rockauto, finnish part store, which imports em, said that they can get them "around mid-july"-which is too late, because I have only 30 days time to get it re-inspected(so I don't have to pay the full amount again). Now I'm at the summer cabin drinking beer so I have done nothing to the car which sits at home until the "locals" get the sand yard done. Doesn't look good, their friend's traktor's broken.

We should have a race; your brake hoses vs. my oil pan. I'll go get a beer so we can both be relaxing and planning ahead for monaco work.

^Rockauto/fedex priority should be faster than mid-july. I hope. I also think that the 40eur I paid from the hoses and transport is cheaper than buying them here. (that's under the minimum custom's limit also)
There's two reasons I need the sand to the cabin's yard; first is that the entrance is too narrow for the Monaco(Dodge van fitted in because the ground clearance is better so it could be driven over the big rocks), have to make a new entrance which is wider and the other is that the ground type under the grass is clayish kind, the van sunk in it last summer when it rained- and it's 200kg lighter and has wider tires than the Monaco.

Rockauto/fedex was quite fast, package was at my front door 40 hours after the payment. Luckily I wasn't home so now things get difficult, plan is to go back to the summer cabin tomorrow before the traffic gets terrible and I've got to use the phone and ask from fedex-finland about the delivery. I think they want it signed so I can't say that "open the package and put the parts through the apartment's mail hole".

So, took the Monaco to a car shop for the brake hose, front light & chassis numbering job on monday*. Tuesday they called and first told that it's ready and come to show where I want the vin number, then they asked how do I want the lights installed, because the h4's wouldn't fit to the "long" lights(decided that they leave the sealed beams on without connectors, because the outer h4's worked also from the floor switch) and if I could pick it up on wednesday. Today we ran out of gas, I think and hope it was the gas, 15 metres from the car shop and I didn't have the spare can with me +1 wife was in a hurry so I'm trying to get the car out there tomorrow. *we're on a three week holiday now, so I haven't got the time to do anything fun. Family life would be nice without the wife.

I'm also sure that them mechanics have driven the tank empty. Needle on the gas gauge shows always the same "amount" when the power is turned on.

It was the gas OR crap at fuel filter/carb/somewhere, it had fuel related issues later. But started nicely when I added 8 litres from the can. And now the registration is done, now it's more waiting with the car tax, I get the actual licence plates when I've paid them. Now the holiday is over so I might find time to do some maintenance. And read the shop manuals at work.
