Step 1: remove the front bezel assembly, so that you can see the speedo instrument cluster assembly like this:
Step 3) Remove the plastic clips (pointed to by pliers above) holding sun shield. Just grip them with pliers and pull straight out.
when the sun shield is removed, the speedo instrument cluster will be visible, with clear plastic cover installed, like this:
Step 4) disconnect the speedo cable from the back of the instrument cluster. The speedo cable connects to the back of the instrument cluster (speedo) with just a finger pressure clip - you can reach up from underneath and unclip it and pull it out from the cluster. Or you can remove the IPUC and reach down inside the dash and disconnect the cable.
At this point, you can either:
a) remove just the speedo head, leaving the remaining portion of the instrument cluster housing (fuel gauge / ammeter).
or
b) remove the entire speedo instrument cluster housing.

Here's how to do
a) remove just the speedo head, leaving the remaining portion of the instrument cluster housing (fuel gauge / ammeter).
Remove the plastic clips holding the clear plastic cover to the housing. Just grip them with pliers and pull straight out.
So the speedo housing (still installed in car) will go from cover installed:

Then remove the two 5/16" screws circled in red. These screws hold the speedo head to the housing.
After the screws are removed, gently pull and wiggle the entire speedo head from the housing. Here's how the speedo head looks removed from the housing:
and how it looks sticking through the back of the housing (to clip to the speedo cable)

Here's how to do
b) remove the entire speedo instrument cluster housing.
Remove the two wiring bundles attached to the back of the instrument housing. Take your time, wiggle wiggle, because after 40 years, it will be tight, and you don't want to break the circuit board on the back of the housing. It will likely be best to remove the IPUC and put your hand down into the area, looking through the windshield into the car to see what's going on.
do NOT remove the plastic clips attaching the cover to the housing (pointed to by pliers). Instead, remove the 1/4" screws holding the housing to the car (upper left of pliers).
Notice how the gear indicator needle extends up into the speedo housing area.
Loosen the nuts holding the steering column to the dash and lower the steering column so that the gear indicator needle lowers and clears the instrument cluster.
Then pull the housing out.
