Wow. I've never seen cop car bucket seats. Cop rubber flooring seems much more standard.
I believe that actual CHP cars were a tossup (some got all carpeting, some got all rubber flooring, and at least one had half-and-half (carpeting in the front, and rubber in the back).
The flooring looks different from stock, though. Notice that the reinforced heel area does not extended forward up to the firewall like my fury:

Now that I think about it, the only cop cars I know that DIDN'T have rubber flooring were some CHP-cars / CHP-spec cars. But our sample size seems quite small.

The k-code brochure says mats are standard:
