If you think about it, the roof mounted spotlight is convenient for both the driver and passenger without having dual spots, and it can rotate 360 degrees unlike a pillar mounted light which will light up the interior and blind the cops if they try, it just looks strange.

From the unity spotlight site, roof mounted spotlight kits. I think another advantage for a department using these is they wouldn't have to buy new mounting kits for every body style change (used to be two or three years) if they recycled their equipment from old cars to new. shop.unityusa.com/Rooflight-Catalog_c_114.html(But it still looks funny!)

I remember this car in the movie High - ballin having roof mounted spotlights . Thought it looked weird .
