SOLD - 1977 Royal Monaco clone? + 1 civilian (New Jersey)

We've seen this seller before at BBC. He had 5 Royal's of which 3 were cop cars.

Axl went to look at them and said the other 2 were civilian cars, which are the 2 cars for sale here now.
In this line about the alleged cop car, "Additional original police spec items incorporated:," is the seller using the term "incorporated" meaning he put those parts on a civilian sedan? Axl was there, I gotta think both cars are civilian sedans, one is a clone now I guess? Which one though? The parts car is said to have the rear end damage so I figured that's the one with the vent windows.
