By his, do you mean Elwood's? Your hinge guide looks different.

It looks like yours has the "no dot" brass foot reinforcement:

Do all of them have dots, and I just can't see them? Or is there a dot and no-dot version? If there is a dot and no-dot version, I would guess that Elwood's is the dot version based on the assessment that TK's matches everything else about it.

So that guide provides a connection between the briefcase front and a corresponding receptacle on the rear of the strap, to help keep the load off the lock, so that the lock is used solely to lock the strap in position (and not to take the entire load of the force of the briefcase trying to open).
