From what I can gather, the pushbar on the movie blumo is a pretty good rendition of an original 1974 Monaco CHP pushbar.
JKNLWUD created some great plans that replicates the movie look:

But it would be nice to know if we had any solid evidence of what a 74 CHP pusbhar looked like.
Some CHP replicas have non-horizontal upper supports, such as the museum CHP:

Ford Jockey's car seems to have more standard uppers, but the lowers are splayed out significantly:

440RULEZ's car has non-horizontal uppers
but it seems clear that this pushbar isn't a perfect replica, as it required drilling new holes in the bumper.
For the restoration, TK826 writes:

So the pushbar seems inaccurate, as it now attaches to the bottom of the bumper (instead of continuing underneath to the frame)
We have Laguna Matt's CHP where we can see the 4-holes drilled in the crossmember for the pushbar:
www.bluesmobiles.proboards.com/index.cgi?action=gotopost&board=cars&thread=1341&post=9858
But that just shows the holes, not how the pushbar would attach to it. Laguna Matt's also doesn't have the two extra holes on the top of the bumper that 440RULEZs had.
Marin County had holes on top:
but it's clear that mine didn't have CHP-style pushbar mounts, as I still have the rear portion of my pushbar mount, and it doesn't attach to the frame the same places that the bars on Laguna Matt's did:
There's a good historical thread here:

I think what Matt meant as "no CHP equipment included" means the car doesn't come with the CHP specific push bars, spotlights, shotgun rack with ticket light, rear deck lights/ mounts or any Actual CHP agency police equipment.
