The monaco came in different "price classes", and each class had its own VIN code:
Medium (base monaco)
H=High (custom)
P=Premium (brougham)

The Brougham was the top-of-the-line premium version of the Monaco, and had a good number of differences from the lower classes.
Let's categorize the brougham features as:
a) all broughams had them, and no other monacos had them
b) all broughams had them, but other monacos might have them
c) only on a brougham, and a brougham possibly had them
d) optional features also available on non-broughams
--------------------------------------------
> a) all broughams had them, and no other monacos had them
The brougham had different taillight lenses, taillight trim, and fuel access door:
all that info is in the thread on "Fuel doors / taillights / taillight trim"
www.bluesmobiles.proboards.com/index.cgi?action=display&board=details&thread=670&page=1
We could subsume that thread into this larger Brougham thread - except that thread also has some details on how the fuel access door mounting changed on non-brougham Monacos over the years, so I think leaving it along is best.
Brougham's also had:
fancier upper door panels with integrated door pull:
Brougham emblem on c-pillar (note: Customs had their own emblem on c-pillar)
wide chrome trim running down the bottom length of the car:
--------------------------------------------
b) all broughams had them, but other monacos might have them
Such as deluxe wheel covers
--------------------------------------------
c) only on a brougham, and a brougham possibly had them
split front bench seat
--------------------------------------------
d) optional features also available on non-broughams
Broughams often had all sorts of top-of-the-line features which weren't brougham specific, such as trunk light, remote trunk release.
